This is probably the reason Nigeria has one of the fastest growing economies in Africa. I second the idea to cut off internet access to the country until the Nigerian authorities crack down on the gangs running these scams. Western Union should also be forced to suspend incoming international payments or at the very least co-ordinate a ban list of known scammers with Interpol and the Nigerian security services. The scams are run by the local mafia so identifying them should be relatively easy.
